NIL rules by state

Name, image and likeness rules are set state by state — for high school athletes by the state athletic association, and for college athletes by state statute alongside NCAA or NAIA policy. That means there is no single national answer. Most high school states sit in the middle: NIL activity is allowed, but with real conditions attached, such as no use of school marks, no collectives, and disclosure to the school.

Every entry below links the association bylaw or statute it came from and shows the date a human last confirmed it. We publish a state only after that check, so this table is deliberately incomplete rather than deliberately confident.
